will it turn into a upgrade miterial?

Simply put; no.

Other than the slaying mods, you can't salvage a +xx% damage mod.

Unless it has a prefix (FIERY wingblade) or some suffix (wingblade OF ENCHANTING), then the ability is just inherent in that weapon.
